What the Reduction to SNAP Could Mean

On October 1st, 2025, the federal government of the United States began a shutdown. This shutdown resulted from Congress’s failure to pass appropriations legislation for the 2026 fiscal year, which is the 12-month accounting period for the U.S. government that spans from October 1 to September 30 of the following calendar year.

A little over a month after it began, the government shutdown continues, and with it come serious implications for the nearly 42 million individuals who utilize the Supplemental Nutrition Assistance Program (SNAP). After initially stating that SNAP EBT cards would not be refilled and that the program would run out of money on November 1st, the US Department of Agriculture has now stated that SNAP recipients will receive 50% of their benefit amount in November. However, it is unclear when these partial payments will be issued, leaving tens of millions unsure when they will receive assistance. The majority of SNAP recipients are seniors, families with children, and individuals with disabilities.

What could this reduction mean for our clients who utilize SNAP benefits?

  • SNAP reduces food insecurity. Without sufficient funds, our clients may end up missing meals, buying cheaper, low-quality foods, foregoing medications or not making their rent/utility payments to afford groceries.
  • Although community food pantries and banks can be an option, some of our clients may lack access to transportation or may be unable to travel due to health issues. Trustees may want to consider approving meal/grocery delivery services to ensure food availability.
  • The reduction and delay of SNAP could significantly increase demand at food banks, which are already strained and facing funding cuts themselves.
  • Trustees may benefit from written justification regarding the need to purchase food in the interim to ensure our client’s health and safety during this SNAP disruption.
